Used, I do not see any damage other than light dust (I removed what I could). Swings go in and out. Lights are mostly on, but flicker off then back on sometimes, not sure if it's supposed to do that or not (there is a version of this carousel similar but not identical to this one that has lights at the top instead of inside it, this version does not have the lights at the top and never did, so I don't think that is a flaw or anything). Does go around, but slowly - not sure if it's supposed to be that way or if it should be going faster.
